A meeting of the Stratton Village Board of Trustees was called to order at 7:00 pm on Monday, July 20, 2026 at the Village Office by Chairman S. Hanes. Notice of the meeting was posted in three public places: Village Clerk’s Office, MNB Bank Stratton, and the United States Post Office Stratton. Availability of the agenda was communicated in the advance notice. A copy of the “Open Meetings Act” was available, and Chairman Hanes directed the attention of those present to the copy on the tables. All proceedings hereafter shown occurred while the meeting was in session.
Present: Trustee S. Hanes, Trustee H.A. Windecker, Trustee P. Bohochik, Trustee J. Stewart. Also in attendance were Utilities Superintendent J. McCorkle, Clerk T. Hedrick, Assistant Utilities Superintendent Stout, Deputy Clerk D. Burk, Library Board member Janet Felt, and members of the public Cricket Reagan, Sabrinna Morgan, Joel Richardson, Cindy Richardson, Katrina McCorkle, Kory League, Louis Hoak, Rick Hageman, Autumn Sutton, and Jake Sutton.
Motion by Stewart and seconded by Bohochik to excuse the absence of K. Moore from the current regular board meeting. Roll call: Ayes: Hanes, Stewart, Windecker, Bohochik. Nays: None. Absent: Moore. Motion carried.
OPEN FORUM:
Member of the public Kory League inquired about repair or replacement of broken park benches, the truck parking ordinance, equipment being stored outside while personal property is being stored inside the shop, and Utilities Superintendent availability in town during work hours. Member of the public Louis Hoak expressed his concern regarding drainage issues in the ditch near his property. Member of the public Rick Hageman discussed drainage issues on Nebraska Avenue, north of his property.
Motion by Hanes and second by Stewart to approve the previous minutes, claims and treasurer’s report as presented. Discussion was held regarding claims submitted without supporting receipts. Roll call: Ayes: Bohochik, Windecker, Stewart, Hanes. Nays: None. Absent: Moore. Motion carried.
UNFINISHED BUSINESS:
Transformer testing: Utilities Superintendent McCorkle stated he is still waiting for a phone call back from the company completing the testing.
Backflow testing fee discussed. A rate resolution will be drafted for consideration at the next regular meeting.
Utilities Superintendent McCorkle reported that the painting of the welcome signs was expected to be completed during the week and the lights are already installed.
NEW BUSINESS:
Library Board member Janet Felt presented the proposed budget request for the 2026-2027 year. Felt reviewed activities and current availability of resources to the public as well as expressed her appreciation for the current Librarian. With no objection, the budget request was accepted.
Employee Review- Swimming Pool Staff: Motion by Windecker and second by Hanes to enter closed session for the prevention of needless injury to the reputation of an individual. Roll call: Ayes: Bohochik, Windecker, Hanes, Stewart. Nays: None. Absent: Moore. Motion carried and the Board entered closed session at 7:24 pm. Motion by Windecker and second by Stewart to reconvene in open session. Roll call: Ayes: Bohochik, Stewart, Windecker, Hanes. Nays: None. Absent: Moore. Motion carried and the Board reconvened in open session at 7:50 pm. Motion by Hanes and second by Bohochik to appoint Alexis Windecker as Swimming Pool Manager at $15.00 per hour and Katrina McCorkle will now be Co-Assistant Pool Manager for the remainder of the season. Roll call: Ayes: Bohochik, Stewart, Hanes. Nays: None. Absent: Moore. Abstain: Windecker. Motion carried. Resignation letter from Assistant Swimming Pool Manager Noah Wiese was submitted and read. Motion by Hanes and second by Bohochik to accept resignation from Noah Wiese. Roll call: Ayes: Bohochik, Stewart, Windecker, Hanes. Nays: None. Absent: Moore. Motion carried.
Swimming pool staff availability and closing date for the season were discussed. Motion by Windecker and second by Bohochik to have the pool open on weekends only from August 14th until August 30th. Roll call: Ayes: Bohochik, Stewart, Windecker, Hanes. Nays: None. Absent: Moore. Motion carried.
Unlicensed vehicle complaint reviewed. Trustee Stewart stated he will contact the Sheriff’s Department to request additional patrol in the area.
A request for installation of stop sign at the intersection of Bristol and Hamilton was discussed. Painting crosswalks for pedestrians at this intersection was discussed. Member of the Public Kory League expressed concern regarding vehicles having issues on ice when stopping at the intersection headed north when a stop sign was there previously. Motion by Hanes and second by Windecker to draft an ordinance establishing a stop sign controlling the northbound traffic on Bristol Street at the intersection of Hamilton Street and to authorize installation of pedestrian crosswalks on the east and west sides of the intersection. Roll call: Ayes: Bohochik, Stewart, Windecker, Hanes. Nays: None. Absent: Moore. Motion carried.
Resident complaint regarding meter install was read and reviewed. Utilities Superintendent McCorkle was instructed to rake and smooth out the divots caused from the backhoe during water meter install.
Motion by Stewart and second by Hanes to approve building permit at 507 Baxter. Roll call: Ayes: Bohochik, Stewart, Windecker, Hanes. Nays: None. Absent: Moore. Motion carried.
The Insurance company has not submitted reporting on damages. Board members discussed the condition of the Village Office/Library roof and agreed that replacement was necessary. Motion by Hanes and second by Bohochik to advertise for bids for the Village Office/Library building roof. Roll call: Ayes: Bohochik, Stewart, Windecker, Hanes. Nays: None. Absent: Moore. Motion carried.
Motion by Hanes and seconded by Stewart to approve League Association of Risk Management 2026-2027 Renewal Resolution with a 180-day notice of termination and three-year commitment. Roll call: Ayes: Bohochik, Stewart, Windecker, Hanes. Nays: None. Absent: Moore. Motion carried.
It was noted that the Village of Trenton indicated that they will be applying for the hydrovac grant program on their own however there was discussion on the availability for use or rental for Stratton as well.
Skid steer attachment of street containment broom was discussed. With no objection it will be discussed more during the budget workshop for possibility of purchase during next budget year.
Ditch cleaning bid was reviewed. Utilities Superintendent McCorkle reported that the bid submitted was for the ditch at intersection of Hartford and Nebraska and the ditch on South Street. Members of the public asked whether Village employees could complete the work using existing equipment. Discussion on progress for ditch on Bayard Street.
Employee Report: Clerk Hedrick expressed concern regarding the Board’s handling of issues involving swimming pool employee and Village Office hours. She stated that she believed the Board’s handling of those matters had been disrespectful.
Streets, Alley and Landfill Report: McCorkle reported the tree pit needed cleaned up.
Electricity Committee Report: McCorkle reported that no cause was communicated regarding the recent outage by SWPPD.
Water & Sewer Committee Report: Nothing new to report.
Finance Committee Report: Dates for budget workshop were discussed. Hedrick advised that the annual audit was scheduled for October 28, 2026.
Health & Welfare Committee Report: It was reported that mosquito fogging was scheduled for July 20, 2026.
Park & Recreation Committee Report: Discussion was held regarding water loss at the swimming pool following maintenance performed by Arnold Pool Company.
Motion by Hanes and second by Stewart to adjourn the meeting. Roll call: Ayes: Windecker, Bohochik, Stewart, Hanes. Nays: None. Absent: Moore. Motion carried and meeting adjourned at 8:34 pm.
The next regular meeting of the Village Board of Trustees will be held on Monday August 17, 2026 at 7:00 pm at the Village Office.
