A meeting of the Stratton Village Board of Trustees was called to order at 7:00 pm on Monday July 15, 2024 at the Village Office by Chairman S. Hanes. Notice of the meeting was posted in three public places and availability of the agenda was communicated in the advance notice. A poster of the “Open Meetings Act” was clearly visible on the wall, and Chairman Hanes directed the attention of those present to the poster. All proceedings hereafter shown occurred while the meeting was in session.

Present: Trustee S. Hanes, Trustee P. Bohochik, Trustee J. Stewart, Trustee J. Chivell Griffiths. Also in attendance were: Utilities Superintendent M. Petersen, Clerk T. Hedrick, Library Board Representative Janet Felt, and members of the public Sabrinna Morgan, Melissa Dailey, Chet Bridge, Jessica Kohler and Linda Zahl.

Motion by Hanes and seconded by Stewart to excuse McDonald from the current meeting. Roll call: Ayes: Hanes, Bohochik, Stewart, Griffiths. Nays: None. Absent McDonald. Motion carried.

             

OPEN FORUM:

No comments made.

 

Motion by Griffiths and seconded by Hanes to approve the previous minutes, claims and treasurers report as presented. Roll call: Ayes: Hanes, Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald. Motion carried.

 

UNFINISHED BUSINESS:

With no objection second reading completed of Ordinance to adopt vacant property registration provisions as part of Section 70 Chapter 150 of the Village of Stratton, Nebraska Municipal Code; to repeal any conflicting Ordinances; and to provide for an effective date.

 

With no objection the third and final reading completed of Ordinance to establish and fix an hourly and salary pay and compensation for the appointed offices and employees of the Village of Stratton, Nebraska; to allow for voluntary surrender of salary; and for the repeal of any ordinance in conflict herewith; to provide for the effective date of this ordinance. Motion by Hanes and seconded by Griffiths to adopt Ordinance 217 to establish and fix an hourly and salary pay and compensation for the appointed offices and employees of the Village of Stratton, Nebraska; to allow for voluntary surrender of salary; and for the repeal of any ordinance in conflict herewith; to provide for the effective date of this ordinance. Roll call: Ayes: Hanes, Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald. Motion carried.

 

Clerk Hedrick provided update on grant requests for upgrade to playground equipment. Griffiths and Hedrick will attend meeting for grant request consideration.

 

Board members inquired if a permit had been submitted for fence at 412 Bristol. Clerk Hedrick advised a warning letter requesting a permit to be submitted had been sent and resident advised he was not submitting one. Chester Bridge approached and presented a letter to the board. Letter will be reviewed by board members. No action taken at this time.

 

Vehicle complaint at 410 Bristol was discussed. Ordinance regarding unlicensed vehicle was discussed. Motion by Stewart and seconded by Hanes to fine resident if vehicle was still unregistered. Roll call: Ayes: Hanes, Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald. Motion carried.

 

Truck parking ordinance was reviewed and discussed. Trustee Stewart and Bohochik will assist with drafting an ordinance for consideration at the next board meeting.

 

NEW BUSINESS:

Library budget request was submitted to the board and Janet Felt reviewed the proposal.

 

Install of the one remaining fence panel south of the Village Office was discussed.

 

Motion by Hanes and seconded by Bohochik to approve Resolution 533 League Association of Risk Management 2024-2025 Renewal Resolution. Roll call: Ayes: Hanes, Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald. Motion carried.

 

Employee Report: Nothing new to report.

 

Streets, Ally and Landfill Report: Trustee Griffiths inquired about repainting street lines, specifically line by Bailey Street stop sign and highway. Chairman Hanes inquired about milling for Railway Street by Fire Department. Utilities Superintendent Petersen stated it would be done by August 15th.

 

Electricity Committee Report: Superintendent Petersen advised will be ordering parts for bucket truck.

 

Water & Sewer Committee Report: Superintendent Petersen advised Great Plains Communications had damaged a water pipe by Baxter Street. Water pipe has been repaired. Board members were in agreement of billing Great Plains Communications for any cost associated with the repair. Chairman Hanes inquired about damaged water hydrant on Bailey Street. Petersen stated it would be a major project to be planned at a later date.

 

Finance Committee Report: With no objection Chairman Hanes signed Certification and Verification of Semi-Annual Report for CDBG funds. Contract with West Central Nebraska Development District was reviewed. More information will be research for consideration. Clerk Hedrick advised that the Village budge workshop was scheduled for August 1, 2024 at 7:00pm.

 

Health & Welfare Committee: Nothing new to report.

 

Park & Recreation Committee Report: Pictures taken by a resident of the Village park were reviewed. Petersen advised they were still waiting on a part for the open sprinkler box. Discussion on needed repair of play equipment. Griffiths requested that sidewalks were edged rather than just weeds sprayed. Discussion on hiring outside company to complete landscaping duties at the park. Advertisement for bids was discussed. New trees and replacement of donation plaques discussed.

 

Motion by Griffiths and seconded by Bohochik to adjourn the meeting. Roll call: Ayes: Hanes, Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald. Motion Carried and meeting adjourned at 7:49 pm.

 

The next regular meeting of the Village Board of Trustees will be held on Monday August 19, 2024 at 7:00 pm at the Village Office.
