A meeting of the Stratton Village Board of Trustees was called to order at 7:01 pm on Monday October 21, 2024 at the Village Office by Chairman S. Hanes. Notice of the meeting was posted in three public places: Village Clerk’s Office, MNB Bank Stratton, and United States Post Office Stratton: availability of the agenda was communicated in the advance notice. A poster of the “Open Meetings Act” was clearly visible on the wall, and Chairman Hanes directed the attention of those present to the poster. All proceedings hereafter shown occurred while the meeting was in session.
Present: Trustee S. Hanes, Trustee P. Bohochik, Trustee J. Chivell Griffiths. Also in attendance were: Utilities Superintendent M. Petersen, Clerk T. Hedrick, Assistance Utilities Superintendent C. Stout, and members of the public Jessica Kohler, Dustin Ladenburger, Terra Riggs, and Sabrinna Morgan.
Excused absence was discussed. Motion by Griffiths and seconded by Bohochik to excuse Stewart from the current October 21, 2024 meeting. Roll call: Ayes: Hanes, Bohochik, Griffiths. Nays: None. Absent: McDonald and Stewart. Motion carried.
OPEN FORUM: No public comments made.
Motion by Griffiths and seconded by Hanes to approve the previous minutes, claims and treasurers report as presented. Roll call: Ayes: Hanes, Bohochik, Griffiths. Nays: None. Absent: McDonald and Stewart. Motion carried.
UNFINISHED BUSINESS:
Price increase was discussed on the selected play equipment. With no objection it was agreed to look into different options in a lower price range. Bohochik will bring options to the next regular board meeting.
With no objection the board will not be moving forward with any requirements on fencing surrounding private swimming pools. It was noted that the board may research requiring permits for private swimming pools on residential property in the future.
NEW BUSINESS:
Dustin Ladenburger introduced the Stratton Community Foundation and reviewed past and future plans as well as sources of funding.
Motion by Bohochik and seconded by Griffiths to approve Resolution Signing of the Year-End Certification of City Street Superintendent. Roll call: Ayes: Hanes, Bohochik, Griffiths. Nays: None. Absent: McDonald and Stewart. Motion carried and Chairman Hanes signed Year-End Certification of City Street Superintendent Form.
Request for Payment plan on deposit for 407 Bailey: No action taken as deposit was paid in full prior to meeting.
Fence permit violation discussed. Motion by Griffiths and seconded by Hanes to issue a fee for fence permit violation and issue warning to remove fence at 412 Bristol. Roll call: Ayes: Hanes, Bohochik, Griffiths. Nays: None. Absent: McDonald and Stewart. Motion carried.
Building permit for 504 1st Street was reviewed. Petersen advised the property owner is waiting for Village to install water and sewer hook ups prior to determine the location of the building on the lot. Motion by Griffiths and seconded by Hanes to get more information and proper drawing of the project from owner. Roll call: Ayes: Hanes, Bohochik, Griffiths. Nays: None. Absent: McDonald and Stewart. Motion carried.
Letter with concerns from Southwest Public Power District reviewed and discussed. Repairs to the electric system, pole testing and tree trimming were among items stated needing addressed by the Village. The board agreed tree trimming will need addressed this winter, other items may need to wait until next budget year. Service calls for assistance discussed. Surrounding area towns will be contacted for possible assistance.
Employee Report: Nothing new to report.
Streets, Ally and Landfill Report: Superintendent Petersen advised a couple alleys have been repaired and he will continue to work on others around town. Hedrick advised the 1&6 Year Hearing was coming up in December. Streets needing repairs were discussed.
Electricity Committee Report: Nothing new to report.
Water & Sewer Committee Report: Petersen advised Lead and Copper inventory had been submitted. Hanes inquired about sewer jetting. Petersen advised maintenance list is being kept. Petersen addressed sewer concerns on Nebraska Avenue.
Finance Committee Report: Nothing new to report.
Health & Welfare Committee: Nothing new to report.
Park & Recreation Committee Report: Winterizing sprinklers and removal of dead trees discussed.
Motion by Hanes and seconded by Griffiths to adjourn the meeting. Roll call: Ayes: Hanes, Bohochik, Griffiths. Nays: None. Absent: McDonald and Stewart. Motion Carried and meeting adjourned at 7:56 pm.
The next regular meeting of the Village Board of Trustees will be held on Monday November 18, 2024 at 7:00 pm at the Village Office.
